These became popular as a self-defense weapon in the 80s. I seem to remember them getting attention because they were adopted by Japanese police.
You grip it close to where the keys are, then use the part sticking out of the bottom of your fist to strike vulnerable areas and it can also be used in holds like a wrist lock.
