I agree on the point about being clueless.
You can invest in a technology and be safe. Take nuclear power for example. It’s just the risks are more obvious because of the past.

So the money either goes to trusts or private. If £8bn goes to private, it comes out of trust budgets which means they cannot hire as many doctors or nurses. Without extra funding, things will not go faster as NHS will get slower. It’s diverting funds. It’s privatisation. If they want it faster, they need to find extra funding.
They’ve made it quite clear they won’t. Hence Streeting keeps talking about not throwing money at it and bashing on about reform. It’s a euphemism for privatisation.
Labour didn’t win this election without funding. We just find out who funded them and what they may have promised back (using tax payers money).

Keir is from the right of the party and surrounded himself with the right wing faction, Progress. He turned his back on unions and got money from business. He’s pro business and likely paid for. Don’t be surprised when he shows pro-business tendencies.
Let’s not forget the GOP. They could easily stop any of this as they have majorities. They could have stopped this in the past (impeachment) but they felt it was the best chance for their party.

It’s a shame they didn’t consider moving the LF foundation to Europe or something. If the choice is kick out contributors to support sanctions or operate without political pressure, the second is far better.
I cannot stand Putin or Russia’s action, but punishing individual contributors just trying to write code and build Linux isn’t helpful.
Unless evidence is found of malicious commits, it is pretty harsh on those caught up with this.
