When the packet came in the mail, I saw the materials sticking out of the mail. Nothing looks tampered though, but I am still worried who opened the packet and why.

Is it possible to ask your neighbors if they received your mail and gave it back to you? I’d imagine it’s someone closeby first, and if you say you’re trying to clear any paranoia of someone tampering with your mail then most would be forthright.
This happens in my neighborhood so often that we don’t even accidentally open it anymore. There’s just an impromptu mail service that happens between neighbors after the letter carrier leaves the neighborhood.
