That’s because in the 1980s when we looked into drunk driving deaths we found most involved 16-21 year olds. The nations that have better public transport or are more densely populated dont have these issues.
I was very confused by your comment until I googled the drinking age in the US, and found it’s 21. I guess I assumed it was 18 like most countries
